The City hired contractors to complete the water main replacement, storm line replacement, full roadway overlay, and roadway striping on West Whidbey Avenue between NW Jib Street and North Oak Harbor Street.

Schedule

Construction starts July 5 and continues through September. The project schedule is weather dependent.  

Traffic Impacts

  • Phase 1 - Road closures on West Whidbey Avenue between NW Fairhaven Drive and North Oak Harbor Street (emergency vehicle and local access only). 
  • Phase 2 - Road closures on West Whidbey Avenue between NW Jib Street and NW Fairhaven Drive.
  • Expect delays in work zones. 
  • Plan for detours and slower traffic/delays in the work zones.
  • The road closures will not impact mail delivery or trash collection.
  • Emergency services vehicles will have access.
  • Construction hours are 7 am to 5 pm. The road will be open before 7 am and after 5 pm. 
  • No roadwork will take place on the weekend. The roadway will be open.  
  • Obey traffic signs and construction flaggers to ensure safety. 
  • West Whidbey Avenue will be open to local traffic only.

Project Updates

  • COMPLETED - Underground utility work.
  • COMING SOON - Paving and striping the roadway. 

Communication

  • Residents in the area (within a 300-foot buffer) of the project will be receiving letters about the project by June 10, 2023.
