APPROVAL OF AGENDA

Approved as presented. 

PUBLIC COMMENT

The City Council received two public comments regarding pickleball and one comment suggesting placing a permanent coffee shop at Windjammer Park. 

CONSENT AGENDA

  • Approval of Minutes – February 21, 2023 Regular City Council Meeting and February 22, 2023 Council Workshop 
  • Approval of Payroll and Accounts Payable Vouchers
  • Appointment of Park Board Position 5 – Tom Jones

COUNCIL COMMENTS

  • Councilmember Hoffmire talked about the pickleball courts in Oak Harbor and a desire to see the City invest in putting pickleball facilities in City parks as well as those in planning on school district property. 
  • Councilmember Stucky explained that he was wrong and misspoke regarding receiving a notice about the Sullivan annexation.
  • Mayor Pro Tempore Hizon asked about the commitment the City made to the Pickleball Courts. Members of the Council and Staff confirmed it was $50,000. Mayor Pro Tem Hizon requested staff provide an update on the project. City Administrator Oborn committed to staff providing an update at a future meeting. 

PUBLIC HEARINGS & MEETINGS

Resolution No. 23-02: 2023 Comprehensive Plan Docket

Principal Planner Cac Kamak reviewed the items included in the plan for 2023: Housing Action Plan - continued implementation, JPA/UGA – boundaries/capacity, Transportation Element - Active Transportation Plan, Capital Improvements Plan (annual), Land Use Element, and the added Alternate Street Connection Plan from Public Works Engineering Division and Downtown/Marina (scoping study). There are no sponsored amendments this year. Councilmember Munns made the motion to adopt Resolution No. 23-02 approving the 2023 Comprehensive Plan Amendment Docket, seconded by Councilmember Stucky. The vote on the motion passed unanimously. 

Ordinance No. 1972 Budget Amendment No. 1 to the 2023-24 Biennial Budget

Finance Director Goldman presented the background of the Fire Levy, the future staffing plan for the Fire Department in 2023-2024, and budget amendment details. Councilmember Hoffmire made the motion to adopt Ordinance No. 1972 Budget Amendment #1 amending the 2023-2024 Biennial Budget and adopting an updated wage and salary schedule and classification plan, seconded by Mayor Pro Tempore Hizon. The vote on the motion passed unanimously. 

OTHER ITEMS FOR CONSIDERATION

AARP Community Challenge Grant Application

Grants Administrator Wendy Horn presented the request to apply for a $20,000 AARP Community Challenge Grant towards funding the Serendipity Lane project, a partnership with the Oak Harbor Main Street Association. The City has already committed $100,000 of ARPA funds to the project. Councilmember Marshall made the motion to authorize the Mayor to sign the AARP Community Challenge Grant application requesting $20,000 as part of the overall funding for the Serendipity Lane Project, seconded by Councilmember Evans. The vote on the motion passed unanimously.
