Animal / Pet Licensing

EFFECTIVE AUGUST 1, 2024 - WAIF (Whidbey Animals' Improvement Foundation) will handle all City of Oak Harbor animal licensing applications and renewals.  Click here to conveniently license with WAIF online.


Two Locations to serve you in person including the weekends!

  • WAIF Cat Adoption Center at 465 NE Midway, Oak Harbor. Hours are Wednesday - Sunday 12-4pm
  • WAIF Main Facility at 60 Rhododendron Park, Coupeville.  Hours are Daily 9am-4pm

Apply for / Renew an Animal License

  1. To apply for or renew an animal license, Click here to conveniently license with WAIF online or in person visit the WAIF location in Oak Harbor or Coupeville. When licensing online, your animal tag will be mailed to you. 
  2. Be sure to provide the following documentation when licensing your dog or cat:
    • Rabies Certificate (required)
    • Spay/Neuter Certificate (required for discount)

Reminder 

Animal licenses expire at the end of each calendar year.  Be sure to renew your animal license by February 28 the following year to avoid a late penalty.

If a person is 65 years of age or over and certifies to Utilities under oath that he or she is over this age and is the owner of the cat or dog to be licensed, his/her license fee will be 50 percent of the fees.

Fee Cost
A duplicate license tag may be obtained upon payment of a replacement fee from Utilities. No person or owner may use any license for any animal other than the animal for which it was issued. $3
All cat and dog owners shall purchase licenses from January 1st through February 28th after which date a late charge fee will be assessed. The licensing period will be from January 1st through December 31st of each year.

An owner before reclaiming an impounded cat shall pay a fee of $25 plus $10 board fee for each calendar day the animal has been impounded; $25+
An owner before reclaiming an impounded dog shall pay a fee of $25 for the first offense, and $50 for the second, and $100 for all subsequent offenses. Impound fees for dogs shall cover a period of 24 hours, after said time period an additional fee of $10 for each calendar day shall be added. $25+
If the impounded animal is unlicensed and its owner has been a resident for over 60 days, the owner shall pay a fine of $25 over and above the impoundment fees. The owner shall be required to license the animal at the time of reclaiming his/her animal. $25+
In addition to the regulations imposed with regard to both potentially dangerous dogs and dangerous dogs, an additional registration fee applies. If a dog is already licensed for the year and is later classified as potentially dangerous or dangerous, the registration fee is in addition to the annual licensing fee. If a dog is not licensed, the license fee, late penalty, and fine will apply in addition to the registration fee.  Potentially Dangerous - $150/Renewal $50
