Annual Comprehensive Financial Report (ACFR)

The Annual Comprehensive Financial Report (ACFR) for the City of Oak Harbor is the Administration's annual financial report to the City's stakeholders, taxpayers, members of City Council, investors, and creditors.

 The ACFR is presented in three sections:

  • The introductory section contains the transmittal letter and the auditor's report.
  • The financial section is comprised of three parts:
    1. The Management Discussion & Analysis (MD&A) is designed as a discussion so that readers may gain a better understanding of the City's financial condition and activities.
    2. The government-wide, governmental, and proprietary fund financial statements generally function as the City's balance sheet, income statement, and cash flow statement.
    3. Notes to the financial statement provide details of the information found in the financial statements.
  • The statistical section includes selected financial and demographic information.
